Civil Engineering duties as they relate to the design drawings and specifications for the installation and/or maintenance of Westerns facilities related to the high voltage transmission and communication system. Duties include:
- Inspects civil phases of contract construction of transmission lines, substations, and other facilities to insure conformance with contract provisions, specifications, safety and health regulations, and environmental protective plans, regulations and codes. Identifies problems, provides engineering recommendations and guidance regarding equipment, materials, and installation procedures, and reports potential problems. Informs contractor of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, payroll records, etc. Confers with contractor's representatives to resolve differences of' opinion. Reports on situations in controversy with contractors which may lead to formal claims by contractor such as additional work, differing site conditions, delays, unusual weather, etc.
- Develops design data and specifications for alterations in power system facilities on assigned projects. Gathers design data; survey data; develops cost estimates; disseminates engineering data and specifications for review; maintains appropriate documentation; attends planning meetings, negotiations, and preconstruction conferences; coordinates maintenance and construction work schedules, performs contract administration functions associated with construction and A/E contracts; develops justification and authorization reports. Serves as COR as required.
- Prepares statements of work, estimates, and technical evaluations for A/E task orders for Title I, II, and III services in support of facility engineering needs for assigned projects.
25% or less - Overnight travel of 5-6 days per month may be required.

Degree: professional engineering. To be acceptable, the curriculum must:
- Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-9 Assisted higher graded Engineers in the methods and techniques of civil engineering that would enable the engineer to independently perform assignments in planning, organizing, coordinating, or preparing of engineering estimates, designs, field data collection (surveys or geological investigations), drawings and specifications for a diverse variety of civil projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds, and environmental issues. Experience producing drawings for civil engineering projects using AutoCAD.
GS-11 Experience in planning, organizing, coordinating, or preparing of engineering estimates, designs, field data collection (surveys or geological investigations), drawings and specifications for a diverse variety of civil type projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds and environmental issues.
GS-12 Mastery of civil engineering principles and practices as well as project management as they relate to planning, organizing, coordinating, or preparing of engineering estimates, designs, drawings and specifications for a diverse variety of civil type projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds and environmental issues.

1. Professional knowledge of civil engineering theories, principles, practices, and techniques associated with design and construction of high voltage power system facilities.
2. Knowledge of design and construction of high voltage power system facilities (transmission lines, substations, access road, multiuse buildings, microwave towers, asphalt pavements, etc.), planning, design, construction, surveying, operations, and maintenance.
3. Knowledge of and skill in applying the concepts, principles, and practices of construction by contract.
4. Knowledge of and ability to provide project management processes.
