About WAPA

We're one of four power marketing administrations within the U.S. Department of Energy whose role is to market and transmit wholesale electricity from multi-use water projects. Our service area encompasses a 15-state region of the central and western U.S. where our more than 17,000 circuit mile transmission system carries electricity from 57 hydropower plants operated by the Bureau of Reclamation, U.S. Army Corps of Engineers   and the International Boundary and Water Commission. We also market power from the Navajo Generating Station coal-fired plant near Page, Ariz. Together, these plants have an installed capacity of 10,504 megawatts. We sell our power to preference customers such as Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts and Native American tribes. They, in turn, provide retail electric service to millions of consumers in the West.

Summary

The Operations Manager is responsible for the safe and reliable operation of the Sierra Nevada Region's transmission system, including coordination with all interconnected utilities and scheduling of generation resources to meet project and customer load obligations. This position provides innovative leadership in providing products and services that meet customer needs in a competitive market. 

Responsibilities

Directs the monitoring of the Central Valley Project (CVP), California-Oregon Transmission Project (COTP), Pacific AC Intertie, Path 15 and the interconnected system to ensure WAPA Systems Coordinating Council (WSCC) and California Independent System Operator (ISO) reliability standards are met.  Supervises and directs dispatching of the power system. Responsible for coordinated planning, development, implementation and acceptance of all water releases orders affecting power operations. Directs operation of system voltage control and regulation.  In collaboration with WAPA operations teams, regional operations and marketing teams, customers, customer groups and the Bureau of Reclamation, prepares and reviews hydraulic and operation plans and studies to meet the power requirements for the integrated irrigation and power features of the CVP.  Serves as Operations Manager, directing a diverse workforce of approximately 30 employees through subordinate supervisors.  Establishes annual and multi-year goals and work plans for the work directed. Assures implementation, by subordinates, of the goals and objectives for the programs directed. Serves as WAPA liaison and representative with power customers, Federal and state agencies, other utilities, and others in matters relating to the operations of Regional power system facilities.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: experience in the electric utility industry, including the interrelationship of transmission, power contracting or commercial interests, regulatory agency policies, and real time power system operations to serve as a subject matter expert.

  1. Knowledge and understanding of the electric utility business, including the interrelationship of transmission, ancillary services, power contracting or commercial Interests, regulatory agency policies, and real time power system operations. 
  2. Knowledge of regulatory issues for the electricity power or natural gas industry. 
  3. Knowledge of the market rules or the market operations for wholesale electric power markets, natural gas markets, ancillary service markets, capacity markets, demand response or retail electricity markets. 
  4. Knowledge of supervisory activities to plan, direct, manage and execute to ensure effective and efficient processes are in place to manage the organizations mission.
  5. Ability to communicate verbally.
  6. Ability to communicate in writing.
