Job Description

Puget Sound Energy is looking for an Manager to lead our Revenue Requirement team.                        

This Manager represents the company on regulatory policy with internal and external parties. Manages all regulatory processes, focusing on revenue requirements, financial analysis, regulatory theory and reporting. Oversees development of regulatory policy and strategy. Negotiates with customers, agencies and regulators. Collaborates with leaders of other processes on strategic regulatory issues.  Maintains and coordinates work load and projects within the department.  Reviews work product and supervises revenue requirement staff.  Provides guidance and interpretation of regulatory accounting requirements to the organization.  Testifies on behalf of the company as an accounting expert in regulatory proceedings in front of the Washington Utilities and Transportation Commission.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

JOB RESPONSIBILITIES:

  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:

  • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.

  • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.

  • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.

  • Challenges and inspires employees to achieve business results.

  • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.

  • Conducts and ensures the completion of performance reviews.

  • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.

  • Sponsors written and oral testimony supporting WUTC rate cases and proceedings.

  • Manages and directs the preparation of regulatory and rate case testimony and exhibits.

  • Coordinates and reviews work product prepared by others in the department.

  • Interfaces with other PSE departments to provide guidance on regulatory matters.

  • Coordinates and interfaces with external parties in the regulatory arena focusing on outside audit and fieldwork by Commission Staff and other outside parties.

  • Oversees preparation of regulatory and accounting instructions based on Commission Orders.

  • Negotiates with outside parties for settlement of regulatory filings.

  • Manages the confidentiality of corporate financial data during regulatory proceedings.

  • Manages a specialized staff for support of company filings that protect corporate revenues.

  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  • BA/BS in Business, Accounting, Economics, Finance, and/or specific experience in Utility Revenue Requirement.
  • Proficiency in Microsoft Office Tools.
  • In-depth knowledge of the utility industry

DESIRED QUALIFICATIONS:

  • CPA, MBA, PE or experience in public policy.
  • Previous managerial experience.
  • Familiarity with SAP ECC, FERC module, Business Warehouse and PowerPlant
  • Familiarity with Washington State electric and gas regulation
  • Previous experience providing expert written or oral testimony to a utility commission related to regulated rates.
  • Ability to think creatively.
  • Ability to present complex concepts in a simplistic manner.
  • Proven written and oral communication skills.
