We're one of four power marketing administrations within the U.S. Department of Energy whose role is to market and transmit wholesale electricity from multi-use water projects. Our service area encompasses a 15-state region of the central and western U.S. where our more than 17,000 circuit mile transmission system carries electricity from 57 hydropower plants operated by the Bureau of Reclamation, U.S. Army Corps of Engineers    and the International Boundary and Water Commission. We also market power from the Navajo Generating Station coal-fired plant near Page, Ariz. Together, these plants have an installed capacity of 10,504 megawatts. We sell our power to preference customers such as Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts and Native American tribes. They, in turn, provide retail electric service to millions of consumers in the West.

Job Description

This Power Marketing Rates Specialist position is established for the purpose of developing, implementing, or preparing power, transmission and ancillary service rates, rate adjustment proceedings, rate designs, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations.

Develops appropriate methodologies for determining costs associated with the investment or operation and maintenance facilities for Federal and non-Federal entities.  Organizes, participates, and presents in public forums or customer meetings relating to rates, rate methodologies, repayment, and statistics.  Analyzes public comments on proposed rate methodologies, draft responses, and draft rate orders and related correspondence and documentation to obtain required rate approvals.  Reconciles repayment studies with finance accounts by preparing an annual crosswalk from financial statements to the power repayment studies to establish an auditable foundation for the studies.

SPECIALIZED EXPERIENCE REQUIREMENTS
 

GS-11: One year of experience equivalent to a GS-9, experience in automated financial and data management systems and computer skills to collect data and perform data analysis using, databases, spreadsheets or charts.

GS-12: One year of experience equivalent to a GS-11, experience in electric power and transmission rate setting and experience in automated financial and/or data management systems as they relate to energy or financial accounting and advanced computer skills to collect data and to perform data analysis using databases, spreadsheets, and/or charts.

  1. Knowledge of accounting, financial and budgetary concepts, principles and practices for rate development, rate design and financial reporting.
  2. Ability to effectively interact and communicates complex ideas with customers and staff from other regional offices and agencies.
  3. Ability to use word processing and spreadsheet software and presentation programs sufficient to develop Federal Register Notices, customer presentations, and respond to customer inquiries.
  4. Knowledge of accounting and budget processes sufficient to perform cost of service and repayment studies.

Education

To qualify on education at the GS-11 level you must have:

Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education.
