Serves as a Coordinator and Subject Matter Expert (SME) to System Operations and Operations Services in the duties of operating the bulk power electric system and providing support to the real time operation of Dominion's electric transmission system, in accordance with the policies and regulations required by FERC, NERC, PJM and the Electric Transmission (ET) business units.Provides operational, procedural and compliance services for activities that support normal and emergency operations, system restoration and regulatory requirements. Participates, as an SME, in the creation, review and enhancement of processes and procedures utilized within System Operations. Participates in the initial training of new Transmission Operators and in the continuing training and certification of incumbent Operations personnel to improve performance and reliability, and to meet NERC and PJM reliability-related requirements.Coordinates transmission operating event analysis as well as regulatory event reporting. Coordinates Operating Experiences, both internal and external, that impact the operations and procedures of the System Operations Center (SOC). Includes the preparation and review of processes, technical reports, lessons learned, compliance, and recommended training. Works with the SOC staff to develop, implement and maintain training scenarios for implementation in the DTS training simulator or classroom. Coordinates with other departments or external entities to identify any issues that would involve training, event reporting or technical review activities impacting System Operations or Real Time Operations. Coordinates the collection, development and maintenance of documentation to show compliance with NERC requirements and PJM assigned tasks in the TO/TOP matrix. Reviews and updates System Operator procedures as well as Dominion Electric Emergency Response Plans. Coordinates with other DVP organizations to exercise the emergency response and communication (drills) associated with system restoration, emergency operations, business resumption, and physical and/or cyber security. Provides support for real time operations on an as needed basis.
6 - 7+ years directly related experience in Electric Transmission (in addition to Bachelor's degree or its equivalence), or 8 - 9+ years directly related experience in Electric Transmission (in addition to Associate's degree or its equivalence), full knowledge of NERC/FERC regulations, full knowledge of PJM manuals,good knowledge of computer systems, basic knowledge of electrical theory. Basic knowledge of substation equipment and operations. Strong analytical, verbal and written communications and training skills. Preferred: PJM and NERC certifications.
Knowledge of human performance and quality assurance is strongly preferred.
