Company Description

We're one of four power marketing administrations within the U.S. Department of Energy whose role is to market and transmit wholesale electricity from multi-use water projects. Our service area encompasses a 15-state region of the central and western U.S. where our more than 17,000 circuit mile transmission system carries electricity from 57 hydropower plants operated by the Bureau of Reclamation, U.S. Army Corps of Engineers        and the International Boundary and Water Commission. We also market power from the Navajo Generating Station coal-fired plant near Page, Ariz. Together, these plants have an installed capacity of 10,504 megawatts. We sell our power to preference customers such as Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts and Native American tribes. They, in turn, provide retail electric service to millions of consumers in the West.

Job Description

Manages the overall acquisition program for SNR, planning, developing, and establishing contractual strategy administering all cradle-to-grave contract actions.  Recommends, evaluates, and reviews contracting policies, procedures, guidance, and programs as assigned and identifies and/or assists with the identification, implementation, and/or administration of strategic initiatives.  Leads negotiations  as may  be necessary,  plans the negotiation  strategy, coordinates  strategy  with negotiation team, participates in negotiations to develop the contract price and terms, and executes or oversees the execution  of required  documentation  to support the action or program.  The incumbent performs the full range of leadership, management and supervisory functions in managing the resources allocated to the employees supervised. Determines material, equipment, and personnel necessary to carry out the functions of the office, assigns, directs, and reviews work performed; acts as the selecting official for procurement positions when assigned; administers discipline; determines employee training; establishes work standards; and evaluates performance.

Qualifications

You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. 

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency (Minimum of Current FAC-C Level II or current DAWIA Level II certification in Contracting) for progression to GS-13 or higher level contracting positions, including at least 4-years’ experience in contracting or related positions.  At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

and

  1. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  3. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

In addition to the basic qualifications you must the below specialized experience for the position.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:  Experience utilizing contracting regulations, policies, and procedures to:

  • perform the full range of highly complex pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;
  • defend pre-award and/or post-award protests, contract claims, and contract disputes

Experience as a contracting specialist or contracting officer overseeing the negotiation and administration of a variety of contract types;Experience providing leadership/advice, guidance and training in all areas of contracting to other stakeholders in the acquisition process, including technical experts; and Experience working FAR, DFAR, NMCARS, associated federal contracting regulations and contract law.

Mastery of procurement regulations and contracting principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting and life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a system acquisition program; to plan and carry out long-term pre-award and/or post-award procurement actions.
  2. Expert knowledge of business and trade practices, characteristics methods and processes, including the conduct of investigation and studies; the collection, analysis, and dissemination of business related information.
  3. Mastery of negotiation techniques to serve as a lead negotiator in developing pre-negotiation strategy, in conducting negotiations for the acquisition of complex services and supplies.
  4. Leadership ability as reflected by experience in managing people or projects in positions requiring sound interpersonal skills including effective listening, tact, diplomacy and the ability to diffuse conflicts as they arise.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
