Green energy advocates are worried by Arizona House Bill 2789, which they say would give lawmakers authority to review the state Corporation Commission's regulation of utilities and interfere with growth of the wind and energy businesses.
According to Green Tech media, which is holding a Phoenix Solar Summit May 1-2, green advocates believe the legislation, which is awaiting final action in the state Senate, would “create market uncertainty, regulatory uncertainty and legislative uncertainty” if it becomes law.
The bill says the commission "shall promptly submit to the legislature for review all rules or amendments to existing rules adopted after December 31, 2012 concerning public service corporations that are policy decisions, including rules mandating the use of specific sources of energy or imposing or increasing energy efficiency standards or renewable energy standards."
It also says CC rules that would be covered by the bill, if it passes, could not take effect until the legislature passes a law to enact them.
