Boulder, CO – Monday, August 25, 2025 – Tierra Resource Consultants has strengthened its leadership team with the addition of Bill LeBlanc, one of the energy industry’s most recognized thought leaders in customer-focused utility strategy, to accelerate innovation in demand response, electrification, and grid management.

LeBlanc brings multiple decades of experience in program design, load management, rate design, marketing strategy, and design thinking. He has worked with leading organizations including E Source, the Electric Power Research Institute (EPRI), PG&E, and state energy offices, shaping how utilities and governments engage customers and manage grid needs. His early stints with Disney and Apple provided a foundation of innovation that has carried throughout his career.

At E Source, LeBlanc led E Design 2020, a three-year design thinking initiative to drive utility innovation, and launched the Customer Strategy Council, which brought senior executives together to reimagine utility marketing, offerings, and customer engagement. He also directed large-scale research into electricity pricing and customer behavior, developing practical frameworks that continue to influence utility strategy nationwide.

Widely respected for his ability to combine market research, behavior insights, and program design, LeBlanc was named one of only seven “Game Changers” in the past 30 years by the Association of Energy Services Professionals (AESP).
