HQ Energy Marketing, Inc. (“HQEM”), a subsidiary of Hydro Québec, has issued a Request for Information (“RFI”) to offshore wind and transmission developers as it develops its strategic role in the Canadian Atlantic Offshore Wind sector. Hydro-Québec brings decades of experience in renewable energy, including 45 operating wind farms across Québec and plans to integrate an additional 10,000 MW of onshore wind capacity by 2035. Building on this strong foundation, HQEM seeks to better understand potential offtake structures and transmission solutions that could support the development of future large-scale offshore wind projects near the Nova Scotia coastline.
The RFI seeks confidential input from qualified developers on key commercial, technical, and development considerations to inform HQEM’s assessment of requirements on both the generation and transmission sides (including onshore and submarine infrastructure), as well as potential approaches to any future request(s) for proposals (RFPs) that HQEM may issue in these areas.
Developers interested in participating must execute the provided nondisclosure agreement by April 1, 2026, and submit responses by 5:00 p.m. (Montreal Time) on May 11, 2026.
